Lithium battery no power from PWD2

Why does my lithium battery have no power from PWD2?

1. Test the power by first turning off the docking station. 2. Remove any batteriesfrom the docking station 3. Unplug the power strip cord from the docking station 4. Let the docking station sit for 15 minutes- this discharges the inverter and resets it 5. Insert 1 fully-charged battery into 1 pocket (repeat steps 5-7 in other pocket as well) 6. Plug a light with a 60W bulb directly into the docking station bypassing any power strip- A light bulb is ideal but if you don't have one try a computer monitor by itself; not the whole computer 7.
